Dear Mr. Spang,
I have been asked to comment on the proposed relocation of the buildings at Pioneer Village and
whether their relocation would constitute"demolition"under the City's Demolition Delay
Ordinance. Per the Massachusetts State Building Code(780 CMR), relocation of a building or
structure requires the granting of a Building Permit; it does not require a Demolition Permit.
Therefore, it is my opinion as the City's Building Commissioner that relocation of the buildings
at Pioneer Village would not be subject to review under the City's Demolition Delay Ordinance.
