INCIDENT COMMAND NARRATIVE: ////////// I conducted an investigation of building along with
Police (Had search warrant to enter building) , Building Dept. , and Health Dept. The building
is a three story residential structure. The buildings owner lives on the first floor. On the
first floor there is a room that has an entrance at the front of the building. In this room
there is a bed and kitchen area (stove, refrigerator and sink) attached to this room is a
bathroom with shower and toilet. This space appears to be an illegal apartment. The second
floor has multiple rooms with individuals living in each room. All the doors had a key lock
on the door knob. The third floor was similar to the second floor with individuals living in
each room with key locks on each door. The third floor had an individual living in the front
"living" room space. The basement was mainly used for storage. The building common areas had
hard wired smoke alarms that functioned when tested. The first floor apartment didn't have
the correct placement of smoke alarms and I didn't find a functioning CO detector. The second
floor apartment had a functioning CO detector in the hallway but the smoke alarms had been
removed. The third floor apartment didn't have any functioning smoke or CO alarms. Both the
front and rear stairwells had excessive storage located in the egress pathways. From my
observations the second and third floor apartments are been used as a rooming house. This
building is not licensed to be used as a rooming house.\\\\\\\\\-Geary
