Stmt_Grounds_128_Margin STATEMENT OF GROUNDS FOR SPECIAL PERMIT FOR 128 MARGIN STREET The proposed use of the space at 128 Margin Street for warehouse storage of organic food products as specified in the Petition will be no more detrimental to the neighborhood than the existing commercial/retail use because: a. This use of the property as a warehouse and storage facility for the storage and packaging of fresh organic food products for delivery to its members, many of whom are residents of Salem, is consistent with the nutritional, public health and green- environmental values of the community and the public interest. b. Because there will be no cooking, food preparation or food processing at this site, and no outdoor dumpster required, there should be no offensive odors or waste generated or maintained on the property that could be a nuisance to the neighborhood. c. Because adequate on-site parking is provided, and because this portion of Margin Street is a relatively quiet street, traffic flow and safety will not be negatively impacted. d. Adequate existing public utilities already serve the property. e. Given that there is no outside construction or expansion of the building footprint, there should be no negative impacts on the natural environment or drainage. f. Because there will be no outside construction, there should be no negative impact upon the character of the neighborhood. g. This proposal will be of economic benefit to the City of Salem by adding employment opportunities and improving the value of the subject property which will add to the City's tax base. WHEREFORE, the Board has adequate grounds to find that the proposed new use is no more detrimental to the neighborhood than the existing use and should approve the Petition.
