Dear Mr. McGrath:
Enclosed are four copies of drawing A-1.0 dated 9/18/08 Titled Renovations to 60 Wharf
Street. We aze submitting this along with the Building Permit Application for renovations to the
interior:of this building.
The existing building is a two story structure formally owned by the St. Nicholas Orthodox
Church use as the "Russian Club". Enclosed with this letter is copy of the Reverend Mark
Sherman's letter dated August 12, 2008. In this letter he describes how the facility was formally
used. The proposed use is the same. The facility will be called Jaho Coffee Roasters and Tea
Merchants. They will serve beverages, coffee and tea, and light food.
The renovation work includes the following:
1. Installation if prefabricated counters and shelving.
2. The installation of associated rough plumbing and fmish plumbing for three sinks.
3. The installation of rough and finish wiring for power to some of these couters.
4. Removal of existing plywood at two windows noted"B" on plan.
Code Review: .
1. Under 780CMR the use is classified as B Business.
2. The building areas and uses are:
a. Basement— 1600 SF- Storage
b. First Floor— 1600 SF - Business
c. Second Floor— 512 SF—Office
3. Type of Construction— 3B
4. Occupancy— seating for 14 and 3 staff totaling 17 persons.

7. Accessible counter—There will be one counter at the cash register that will meet the
accessible ht for wheelchairs as noted on the plan.
8. The building is protected with a fire protective signaling system. The devices and fire
alann control panel are noted on the plan. It is our understanding that the fire prevention
office has reviewed and approved this system.

3.4 CHANGE IN USE
When the use of a building changes from a private use to one that is open to and used by
the public, an accessible entrance must be provided, even if no work is being performed.
When a portion of a building changes use from a private use to one that is open to and
used by the public, then an accessible route must be provided from an accessible
entrance even if no work is being performed.
The former use is defined in Rev. Sherman's letter. Therefore in my opinion this is not a change
in use. Both were open to the public and served beverages and food.

3.3 EXISTING BUII.DINGS
All additions to, reconstruction, remodeling, and alterations or repairs of existing public
buildings or facilities, which require a building permit or which are so defined by a state or
local inspector, shall be governed by all applicable subsections in 521 CMR 3.00:
JURISDICTION.
The renovation work proposed will require a building permit. The cost of this work is less than
$100,000. The work includes installation of a new counter and serving area,
cabinetry for tea, and other miscellaneous shelving. All of this work will conform to the
Requirements of 521 CMR.

I write to confirm the value of the renovations undertaken at 60 Wharf Street within the last
three yeazs. In 2008 renovations were performed to repair exterior windows the value of this
renovation was $2,000. The current renovation will be to the interior of the space as noted on
the plans and building application. The value of these renovations is $10,000.
To the best of my knowledge these are the only renovation performed on this building with in

I have been asked about the"curcent use"designation of the pmperty prior to the sale w the
present owner.
The Russian Club was originally established as a society to assist immigrants from Russian,
Belazus and the i)ktaine to settle in the United States. However,in its later years it had become
a social club with a liquor license,entertaining both membeis and guests,and members of the
public in generat. In addition to pmviding the public with musical entertainment,beverages and

Additionally,there was a full bar set up in the front room inciuding ice machine,counter and
