52 Leach Street Resident Complaint Letter Enclosed is a request for response from residents of Leach Street about the large pile of debris in he
parking lot of 52 Leach Street.
We are submitting this and requesting that the City take appropriate action since all requests to the
landlord, John Spinale, by tenants and others have achieved no change. I contacted the landlord today
and he reports I did not know about this until 2 weeks ago"and"It was not supposed to happen",
implying someone else is responsible for this pile. Even in this statement,he is admitting to knowing
about this situation for weeks and has taken no action. He reported to me that"it will be taken care of
but would not supply me with a date or name ofa dUMpster company that will dispose of the debris. I
tear that his"taking care of this"may mean putting potentially hazardous material in trash barrels for
collection. Given the sine of the pile, this could take a while.
We are requesting that someone please look at this pile and take appropriate action to insure that the
owner safely disposes of this debris.
I have heard that a possum is living in the pile but this is undocumented at this time. It is quite possible
that something will eventually take up residence in the pile.

We are residents of Leach Street who have become increasingly concerned about
the large pile of construction material in the parking lot at 52 Leach Street. This
debris includes a large amount of pink insulation which is most likely fiber glass.
Please note that this fiber glass insulation is totally uncontained and is a known
health hazard. In addition to the fiber glass insulation, there is a large mound of
wood, furniture and much trash.
Those of us who live in the area are very concerned about the impact on health and
safety, including the potential for respiratory problems from the fiber glass
insulation and infestation of rodents, skunks and insects.
Please note that this pile has existed for weeks and also note that the pile grows
larger on daily basis as someone (whom we assume is the caretaker of the property)
is dumping construction and yard debris on top of the pile.
We are concerned about our health and safety and the potential for disaster.
We are also frustrated by the lack of response from the City of Salem. Several
neighbors have called various City Departments about this and nothing has
happened as calls are not answered or returned.
We ask that the City demand that the party (ies) responsible remediate this situation
immediately.
