Dear Mr. & Mrs. Davis:
This department will sign a Certificate of Occupancy reluctantly on your property located
at 22 Clark Avenue. You deliberately deviated from the building plans that were
submitted to this office. In doing so, you created an in-law unit. The City of Salem does
not allow or recognize in-law apartments. Reinstalling the door, that is currently
removed, will create a separate tenant space and place you in violation of the City of
Salem Zoning Ordinances. This letter will be placed into the street file, becoming a
permanent part of this property's record.
