On behalf of New England Civil Engineering (in conjunction with the City of Salem),
GZA GeoEnvironmental, Inc. (GZA) is submitting this Environmental Notification
144 Elm Street Form (ENF)for the subject property.This application is being filed in accordance with
Amesbury,MA 01913 the requirements of the Massachusetts Environmental Policy Act. Enclosed please
find one original and one copy of the ENF for the above-referenced project. An
electronic copy will be sent via electronic mail. In addition, one copy of the ENF has
been submitted to the agencies and offices included in the distribution list (see
Attachment 2).
Currently,there is a pile supported sewer line that cuts across Willow Beach between
Dion's Yacht Yard and Glover Street. The proposed project is to relocate the sewer
line to be just seaward of the existing public and private seawalls along the beach
and then tie back into the existing sewer line at Glover Street. The Project includes
the new fill or structure in a velocity zone and is therefore subject to MEPA review
(301 CMR 11.03 (3)(b)(1)(e)). Additional information on the proposed project is
presented in the Project Narrative included in the ENF.

GENERAL PROJECT INFORMATION —all proponents must fill out this section
PROJECT DESCRIPTION:
Describe the existing conditions and land uses on the project site: The project site is located along
Willow Beach between Dion's Yacht Yard and Glover Street in Salem. Massachusetts. Currently
there is an elevated timber pile-supported sewer line that cuts across the beach.
Describe the proposed project and its programmatic and physical elements: The proposed project
is to relocate the sewer line to be lust seaward of the existing public and private seawalls along the
beach and then tie back into the existing sewer line at Glover Street. The existing sewer line and
timber pile-supported structure will be removed. Additionally, the existing lateral sewer line from
Willow Avenue will be reconstructed fora portion along Willow Avenue and will tie into the newt
relocated sewer line just seaward of the Willow Avenue seawall. The drainage lines and water lines
within Willow Avenue will also be reconstructed as part of this project. A new stormwater treatment
unit will be installed prior to a relocated outfall adjacent to the existing Dion's Yacht Yard bulkhead.
Additional information regarding the existing site conditions. temporary construction impacts and
the proposed project is included in the attached Project Narrative and the Permit Drawings.
NOTE: The project description should summarize both the project's direct and indirect impacts
(including construction period impacts) in terms of their magnitude, geographic extent, duration
and frequency, and reversibility, as applicable. It should also discuss the infrastructure requirements
of the project and the capacity of the municipal and/or regional infrastructure to sustain these
requirements into the future.
Describe the on-site project alternatives (and alternative off-site locations, if applicable), considered
by the proponent, including at least one feasible alternative that is allowed under current zoning,
and the reasons(s) that they were not selected as the preferred alternative:
Alternatives that were considered for the project include "do nothing". replace in-kind. relocation of
sewer line landward of seawalls. and relocation of sewer line seaward of seawalls. Additional details
regarding the.project alternatives are included in the attached Project Narrative.
NOTE: The purpose of the alternatives analysis is to consider what effect changing the parameters
and/or siting of a project, or components thereof, will have on the environment, keeping in mind that
the objective of the MEPA review process is to avoid or minimize damage to the environment to the
greatest extent feasible. Examples of alternative projects include alternative site locations,
alternative site uses, and alternative site configurations.
Summarize the mitigation measures proposed to offset the impacts of the preferred alternative:
The demolition and removal of the existing elevated sewer line and associated timber pile-supported
structures will restore the tidal flats to their natural condition. Additionally, a stormwater treatment unit
will be installed prior to a relocated drain outfall. This drain line does not currently have a stormwater
treatment unit.

1.0 PROJECT NARRATIVE
A. INTRODUCTION
GZA GeoEnvironmental, Inc. (GZA),was retained by New England Civil Engineering, in conjunction with the City of
Salem,to provide design,engineering,evaluation,and permitting services for the proposed project to remove the
existing pile supported sewer line spanning the beach area between Dion's Yacht Yard and Glover Street and to
relocate the sewer line to be just seaward of the existing public and private seawalls along the beach and tie back
into the existing sewer line at Glover Street Salem, Massachusetts. The following provides a detailed description
of the current conditions and the proposed project, as well as a description of the resource areas and potential
impacts to those resources that may result from this project.An alternatives analysis is included below as well as
an alternatives summary table in Attachment 3.
B. BACKGROUND
The project site is located at Willow Beach in Salem, Massachusetts between Dion's Yacht Yard, Willow Avenue
and Glover Street (see Attachment 1 — Figures). An existing elevated pile-supported sewer line extends from
Dion's Yacht Yard to Glover Street, with a lateral pipe from Willow Avenue connecting along the alignment (See
Attachment 4 — Permit Drawings and Attachment 5 — Photographic Log). Willow Beach is a coastal beach
composed generally of a sand and cobble beach, private and public seawall structures and rip rap slopes, with
landside residential homes, marine service facilities, and various infrastructure.
The existing pile-supported sewer line has deteriorated over the years and is at risk of failure. The timber piles
and associated iron tie-down brackets which support the pipe have deteriorated and a portion of the pipe spur
from Willow Avenue has a visible bow. In addition,the existing pipe's location is exposed to environmental loading
conditions, such as wind and wave effects during coastal storm events. Debris impact loads during these events,
such as impact from vessels in the harbor that break free from their moorings is a significant concern of the City.
The City of Salem wishes to remove the existing pipe and timber pile supports and relocate the sewer line to be
f seaward of the existing seawall structures surrounding Willow Beach.
C. EXISTING CONDITIONS
The sewer line is supported on timber piles and timber framing for approximately 410 linear feet from the
northern side of Dion's Yacht Yard bulkhead at the end of Glendale Street to the stone masonry seawall at the
southern end of Glover Street. The exposed main sewer line is elevated above existing grade, supported by 34
bents of timber piles supporting timber framing and metal connections, for approximately 370 linear feet. The
remaining approximate 40 linear feet is buried under the existing grade of the beach. The main sewer line is
composed of a 20-inch diameter iron pipe, extending north from Dion's Yacht Yard bulkhead for approximately
75 linear feet and then transitions to a 24-inch diameter iron pipe for approximately 335 linear feet to the end of
Glover Street where the line continues below grade.The main sewer line flows by gravity from south to north.
An 8-inch diameter iron pipe lateral connection extends from the end of Willow Avenue and connects to the main
sewer line,at a tee,where the pipe transitions from 20-inch diameter to 24-inch diameter.A manhole access point
is located on top of the tee,where the Willow Avenue lateral connects to the main line.The lateral pipe is exposed
and elevated above existing grade, supported by 9 bents of timber framing and timber piles, for approximately

135 linear feet, however the pipe was observed to be unsupported in some areas and sagging along its exposed
length.The age of the sewer line is unknown, however limited review of permit drawings appears to indicate the
structures have existed in roughly the same alignment for more than 86 years.
On June 10, 2019, GZA performed a limited inspection of the existing sewer line and supports. The conditions of
the sewer line supports were observed to be in overall Poor to Critical condition. The timber piles for the main
sewer line were observed to be in Serious to Critical condition with various degrees of deterioration throughout
the exposed height of the piles with the majority of the deterioration and section loss occurring at the mudline
and the tops of the piles. In general,the timber piles for the lateral sewer line were observed to be in Satisfactory
to Poor condition with minor to moderate checks and splits and several piles with moderate deterioration and
section loss. Timber pile caps were observed to have various degrees of deterioration throughout. Hardware
connections were observed to have minor to sever corrosion,and various connections were observed to be loose
or disconnected.
On October 2, 2019, GZA performed a limited inspection of the various seawalls that are located at the landward
edge of Willow Beach. The inspections were limited to the above-ground accessible portions of the seawall
structures.The seawalls along the perimeter of the beach vary between publicly and privately-owned structures.
The construction styles vary from stacked granite block to mortared stone walls with concrete caps to concrete
seawalls. Wall heights vary between 2.5-feet high and 13 feet high. Additionally, portions of the seawalls are
fronted by a rip rap slope. See the Permit Drawings in Attachment 4 for locations of the seawalls and rip rap
slopes. In general, the shoreline protection structures were observed to be in Satisfactory to Fair condition with
some localized areas of Poor condition.
D. PROPOSED WORK
The project includes the demolition and removal of the existing timber pile-supported sewer line and the
installation of a new sewer line mainly below grade and seaward of the existing seawalls along the perimeter of
Willow Beach from Dion's Yacht Yard to Glover Street. The proposed project includes a new structure in a
velocity zone or regulatory floodway and is therefore subject to MEPA review per 301 CMR 11.03(3)(b)(1)(e).
Proposed Demolition
The demolition work will include the decommissioning of the existing sewer line, removal of the existing sewer
line, removal of timber framing members and fasteners and the removal of the existing timber piles.Approximate
80-100 timber piles will be removed from the existing site including piles along the alignment that were likely
remnants from a prior sewer line support structure. It is anticipated that the work will be performed either during
periods of low tide with land-based equipment or during periods of higher tides with barge-mounted cranes or
other water-based equipment.
This work will be performed in a manner to minimize impacts and disturbances to the resource areas at the site.
Debris booms and sedimentation curtains will be placed around the work area and debris will be removed daily.
Once the structure is completely removed,the area will be restored to pre-construction conditions.
Proposed Relocation
The proposed sewer line will be relocated to be seaward of the existing seawalls. From the existing pipe at Dion's
Yacht Yard,the proposed alignment will extend west through the existing rip rap slope toward Willow Avenue. It

will then turn north toward the corner of Messervy and Green Streets. It will then follow along the bottom of the
existing seawall of 29 and 29%:Green Streets east and then north,through the existing rip rap slope to the seawall
at the property of 16 Glover Street. It will then turn east along the base of the existing seawall at 16 Glover Street
to the existing pipe alignment where it will penetrate the existing seawall at the end of Glover Street and tie into
the existing sewer manhole approximately 100 feet landward of the end of Glover Street. At each change in
direction, and at connections, sewer manholes will be installed, as required. The proposed concrete-encased
sewer line along the seawalls will include steel sheet piles seaward, and in some locations landward, of the
proposed pipe for stability and scour protection. Additionally, rip rap will be placed adjacent to the steel sheet
piles to provide additional scour and impact protection to the relocated sewer line. The proposed sewer line will
consist of a 24-inch diameter HDPE pipe encased in concrete and set on a base of crushed stone and filter fabric.
In areas where bedrock is higher than the anticipated depth of the pipe or the embedment depth of the steel
sheet piles, limited rock removal will be necessary to achieve the required depths.With the exception of a portion
of the proposed alignment adjacent to 29 and 29%Green Street,the steel sheet pile,concrete and pipe structure
will be buried below grade either below the existing sand beach or the existing rip rap slopes. See the Permit
Drawings in Attachment 4 for details regarding the proposed construction and materials for the proposed sewer
line relocation project.
The proposed project will increase public infrastructure resiliency for increasing sea levels and major coastal
storms.
E. RESOURCE AREAS
The proposed work will be performed using the best available measures to minimize the adverse impacts to the
resource areas defined under the Massachusetts and Rockport's Wetlands Protection Acts. The following
paragraphs will list and define the resource areas impacted by this project and describe measures to avoid and
minimize any potential adverse impacts. Attachment 4 identifies the approximate location of these resource
areas.Table 1 below summarizes the resource area impacts:
Coastal Beach (310 CMR 10.27]
Coastal Beach is defined as, "unconsolidated sediment subject to wave,tidal and coastal storm action which forms
the gently sloping shore of a body of saltwater and includes tidal flats. Coastal beaches extend from the mean low
water line landward to the dune line,coastal bank line or the seaward edge of exiting man-made structures, when
these structures replace one of the above lives, whichever is closest to the ocean."
At the Site, the Mean Low Water (MLW) line is located seaward of the existing pile-supported sewer line at
approximate EL. -4.8 NAVD88. Per the definition of the Coastal Beach, the Coastal Beach extends from MLW to
dune line,coastal bank line or man-made structures. At the site,the landward limit of the Coastal Beach includes
the existing seawalls and rip rap slopes along the perimeter of Willow Beach. The proposed work within the
Coastal Beach resource area consists of the demolition of the existing pile-supported sewer line and the
installation of the new sewer line encased in concrete and with steel sheet piles for scour protection. Portions of
the new sewer line alignment fall within the existing rip rap slopes and are not considered to be within the Coastal
Beach resource area. Temporary impacts to the resource area will occur due to construction access.
Sedimentation and erosion control measures will be in place during construction activities. The site will be
restored to pre-construction conditions after the completion of work.

Land Containing Shellfish (310 CMR 10.34)
Land Containing Shellfish is defined as, "land under the ocean, tidal flats,rocky intertidal shores,salt marshes and
land under salt ponds when any such land contains shellfish."
Based on available MassGIS layers, it appears a portion of the site is listed as suitable for shellfish (soft-shelled
clam, quahog and European American Oyster). However, the site is listed as Prohibited for shellfish growing.
Proposed work within the Land Containing Shellfish resource area includes demolition and removal of the existing
pile-supported sewer line and lateral,demolition and removal of the existing drain line,and the installation of the
new sewer line and drain line within steel sheet pile scour protection and concrete. The site will be restored to
pre-construction conditions after the completion of the work.
Coastal Bank(310 CMR 10.30)
Coastal Bank is defined as, "the seaward face orside of any elevated landform, other than a coastal dune, which
lies at the landward edge of a coastal beach, land subject to tidal action, or other wetland."A coastal bank can be
significant to storm prevention and flood control because of its ability to dissipate storm wave energy. Coastal
banks can also be significant as a source for sediment supply for littoral transport.
The existing Coastal Bank at the site consists of manmade structures including rip rap slopes,granite block seawalls
and concrete seawalls along the perimeter of Willow Beach.The coastal bank at the site is not a source of sediment
to the coastal beach, but it does provide a vertical buffer to storm waves and surge and protects the landward
homes, roads and infrastructure.The proposed work will impact portions of the existing manmade structures that
make up the Coastal Bank at the site.The relocated sewer line will be installed within the limits of the existing rip
rap slope adjacent to Dion's Yacht Yard as well as within portions of the rip rap slope at the seaward face of the
seawall at the Green Street properties. Additionally, partial removal and reconstruction of the existing seawalls
will be necessary where proposed sewer and drainpipe will penetrate the existing seawall.
The proposed work will not impact the ability of the existing Coastal Bank at the site to be a vertical buffer to
storm waves and surge.The Coastal Bank resource area will be restored to pre-construction conditions after the
completion of the work.
Land Subject to Coastal Storm Flowage 310 CMR 10.04)
Land Subject to Coastal Storm Flowage is defined as, 'land subject to any inundation caused by coastal storms up
to and include that caused by the 100-year storm,surge of record or storm of record, whichever is greater."
The landward portion of Willow Beach is above the MHW line and therefore within the Land Subject to Coastal
Storm Flowage (LSCSF) resource area. Additionally, Glover Street and Willow Avenue, landward of the seawalls,
are at an elevation within the FEMA 100-year flood zone (VE 16 NAVD88, AE 11 and AE 10). The proposed work
within the LSCSF resource area include the installation of the new sewer line with steel sheet piles, concrete fill
and rip rap slopes seaward of the existing seawalls.The work associated with utilities including water and drainage
landward of the seawalls is considered temporary in nature as those portions of the site will be restored to paved
areas.The LSCSF resource area will also be temporarily impacted by construction activities including material and
equipment storage,and construction site access.The proposed work will not significantly impact the land's ability
to buffer storm waves.The site will be restored to pre-construction conditions after the completion of work.

100-Foot Buffer Zone
Buffer Zone is defined as "100 ft area horizontally (on a true lateral) landward of approved delineation of
applicable wetland resource areas."
The majority of the proposed work including both the demolition and removal of the existing sewer line and
supports, and the relocation of the new sewer line will take place seaward of the coastal bank and within the
coastal beach resource areas. Impacts to the 100-Foot Buffer Zone will be temporary in nature and will include
the sewer line connection to the existing sewer manhole in Glover Street, approximately 100-feet landward of the
existing seawall at the end of Glover Street and the installation of other utilities include water and drainage within
the paved area of Willow Avenue.This work will include trenching within the roadway and limited excavation at
the seawall for the proposed pipe penetration. Additional temporary impacts to the buffer zone include the
potential storage, stockpiling and staging of material and equipment. The buffer zone will be restored to pre-
construction conditions at the completion of the project.

F. CONSTRUCTION PROCEDURES
The general construction process consists of site mobilization and preparation, establishment of site survey
controls, installation of erosion and sedimentation measures, removal of existing sewer line and support
structures, installation of new sewer line including steel sheet piles, concrete and rip rap, partial demolition of
seawall locations for sewer line penetration, backfilling and restoration of the area, removal of erosion and
sedimentation controls, demobilization, and site restoration.
The proposed work will likely be accessed from the end of Willow Avenue and will be performed along the beach.
It is likely that most of the staging and stockpiling will be located at the end of the paved roadway of Willow
Avenue or Glover Street. It is assumed that land-based equipment will be used to perform the work and that
workers will access the intertidal zone as necessary to perform the work.Temporary fill will most likely be placed

along the beach area seaward of the Willow Avenue seawall to create a temporary ramp for construction
equipment to be able to access the beach. This temporary ramp material will be removed at the completion of
the project and the area will be returned to pre-construction conditions. It is anticipated that impacts to the
existing seawalls at the end of both Glover Street and Willow Avenue will be unavoidable during the proposed
relocation project. As such the seawalls will be rebuilt at the completion of the project, including new gates,
fencing and guard rails as necessary.Temporary support of excavation will be utilized while installing portions of
the sheet piles,pipes and concrete adjacent to privately owned seawalls.The Contractor will proceed with caution
to avoid damage to these seawalls, however, damage to privately owned seawalls from construction related
activities will be repaired, in-kind, by the Contractor.
It is anticipated that construction equipment will include machinery suitable for installing steel sheet piles such as
a vibratory hammer,excavators, backhoes,and hydraulic hammers or other equipment used for removal of ledge
as necessary to be able to install the proposed sewer pipe to the necessary elevations. Concrete for the pipe
encasement will likely be staged from the end of Willow Avenue and the end of Glover Street and conveyed to
the placement locations utilizing a pump truck. The Contractor will have to perform work in a manner that
considers the tide cycle, as much of the proposed work extends below Mean High Water. Excavations shall be
kept to a minimum as necessary to complete the proposed work.
Equipment,materials,debris,or other items will be stored such that they will be protected from rising water when
not being utilized. The Contractor will be advised to monitor the weather forecasts and marine forecasts
throughout the duration of the construction project.Areas temporarily disturbed by construction activities will be
restored to pre-construction conditions at the completion of the project.
G. MEASURES TO MINIMIZE RESOURCE AREA IMPACTS
Measures to minimize impacts to the Resource Areas noted above include the following:
• Temporary barriers,fencing and signage will be placed at the work site during construction.
• Contractor will have a spill kit/absorbent pads on each piece of equipment.
• Each vehicle shall be inspected daily for leaks; any leaking equipment shall be removed from the site
immediately and shall not return to service until repaired.
• The contractor will provide a contingency plan for approval in the event a piece of equipment is stuck to
remove the equipment immediately.
• The work area will be left in a condition such that rising water and/or adverse weather will not cause damage
to the work area or adjacent areas.
• The contractor will perform the work during favorable tides for,the various aspects of the work. The
contractor will work the tides to minimize impacts to resource areas.
• Sedimentation and erosion control measures will be in place during construction activities.
• Proposed work shall comply with all Federal,State and Local Codes and Regulations.
• Proposed work shall comply with the Local Conservation Commission's Order of Conditions.

H. ALTERNATIVES ANALYSIS
An alternative analysis was developed for the proposed work as follows. A summary table of this alternatives
analysis has been included in Attachment 3.
Alternative 1-"Do Nothing"
The do-nothing alternative effectively means there is no project.The deteriorated pile-supported sewer line will
remain in use and will continue to deteriorate to the point of failure.The structure will continue to be susceptible
to storm action and potential for impact from debris.
Alternative 2—Reolace In-Kind With Fender Piles
This alternative includes the in-kind replacement of the timber pile supports and framing members for the existing
sewer line. The existing timber piles would be removed and replaced with new piles, new framing and new
connections.Additionally,timber fender piles would be installed seaward of the existing alignment to provide for
some protection from debris or boat impact.While this alternative is a less costly option,it would leave the sewer
pipe susceptible to impacts,waves and storm surge.As such,this is not the preferred alternative for the project.
Alternative 3 - Relocation of Sewer Line Landward of Seawalls
This alternative includes the relocation of the sewer line seaward of the existing seawalls. This could be
accomplished using either an inverted,gravity line or a pump station with a force main.The pipe would mainly be
installed within the roadways between Dion's Yacht Yard and Glover Street. These alternatives would require
access agreements with some private landowners and will likely require either directional drilling or large amounts
of ledge excavation due to the variable elevations of bedrock in the areas of the required pipe location.As such,
these options have higher construction contingency costs due to the uncertainty of the bedrock elevations and
the feasibility of construction methods.Additionally, pumps stations and siphons require added maintenance and
would be located within the flood zones.
Alternative 4—Relocation of Sewer Line Seaward of Seawalls Chosen Alternative
The relocation of the sewer line to be adjacent to and seaward of the existing seawalls is the chosen alternative
for the project. This involves setting the proposed sewer pipe within steel sheet piles and encased in concrete.
While this alternative is more costly than the in-kind replacement of the pile-supported sewer line, it provides
more protection for the sewer line from impacts and wave energy. As such, this is the chosen alternative for the
project.
