NFPA-13R Standard for the Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height SECTION 3 —DESIGN RESPONSIBILITY FOR FIRE PROTECTION SYSTEMS 1. The sprinkler contractor shall provide a registered professional engineer (PE) who shall produce a complete set of hydraulically calculated sprinkler and standpipe systems drawings as required by NFPA-13, NFPA-13R and NFPA-14 latest accepted editions. The sprinkler contractor's registered engineer shall make the drawings complete in every respect and shall show all piping runs, lengths, dimensions, fittings, elevations call-outs, sprinkler head locations, pipe sizing, hangers, seismic bracing, equipment layouts, hydraulic calculation nodes and all appropriate details. The sprinkler contractor's registered engineer shall provide all hydraulic calculations to verify the pipe sizing of the sprinkler and standpipe systems. The sprinkler contractor's registered engineer shall stamp all sprinkler drawings and hydraulic calculations and shall submit these to the fire department for approval and permit. A set of fire sprinkler system drawings and hydraulic calculations shall be created for each building at the site. No fire protection work shall begin until the sprinkler contractor has obtained approval for all sprinkler and standpipe systems from the fire department. A hydrant flow test has been performed at the site, however, should the date of the flow be more than 9 months old at the time of the sprinkler contractors shop drawing design then the sprinkler contractor will conduct a new hydrant flow test at the site in order to obtain current flow and pressure data and shall use this newly obtained data to perform the hydraulic calculations for the fire protection system shop drawings. SECTION 4— FIRE PROTECTION SYSTEMS TO BE INSTALLED Page 3 of 9 FIRE PROTECTION NARRATIVE Salem Historic Jail And Apartment Buildings Salem, Massachusetts There are currently no fire sprinkler systems in the existing buildings. New automatic fire sprinkler systems will be provided for each building on the site both existing and new. The new sprinkler systems will be automatic, wet pipe, dry pipe and standpipe systems for the buildings interior spaces as required by each buildings construction type and use group. Buildings will be provided with automatic sprinklers as follows: Alexander Building: NFPA-13R sprinkler systems Bryant Building: NFPA-13 sprinkler systems, NFPA-14 standpipe systems Carriage House: NFPA-13R sprinkler systems McIntire Building: NFPA-13R sprinkler systems Listed quick response sprinkler heads will be used for all areas outside of dwelling spaces in accordance with code. Residential sprinkler heads will be used in all dwelling spaces and as allowed by code and located in accordance with code. Toilet rooms, closets and pantries shall be provided with sprinkler coverage regardless of size for all buildings using NFPA-13 sprinkler systems but will be omitted from all such rooms if allowed in buildings using NFPA-13R sprinkler systems. The buildings will be made of combustible construction. Spaces above ceilings and all concealed spaces within buildings protected by NFPA-13 sprinkler systems will be provided with sprinkler coverage in accordance with NFPA-13. Special concealed space sprinkler heads shall be used as required. All unused attic spaces within building protected by NFPA-13 sprinkler systems will be provided with sprinkler coverage in accordance with NFPA-13. Where these attics are unheated the sprinkler systems shall be dry type. In buildings protected by NFPA-13R sprinkler systems, sprinkler coverage will not be provided above ceilings, in concealed spaces or in unused attics. Standpipe systems shall be provided for the Bryant building only and in accordance with NFPA-14 and the Massachusetts State Building Code 6"' edition. All other buildings will not be provided with standpipe systems. The new fire sprinkler systems and standpipe systems in the buildings will be supplied via a new underground fire service main connected to the site water main. The new fire service main will be brought onto the site and will be brought to two buildings. The first will be the Bryant building, this building will be provided with its own dedicated underground fire service main that will be brought into the sprinkler room of that building. The second will be the McIntire building, this building will be provided with an underground fire service main that will be brought into a central fire service room in the this building, this main will be split into three sub mains. One sub main will supply the sprinkler systems of the McIntire building. The other two sub mains will exit the McIntire Page 4 of 9 FIRE PROTECTION NARRATIVE Salem Historic Jail And Apartment Buildings Salem, Massachusetts building and will be brought underground to service the adjacent Alexander and Carriage building. A double check backflow preventer and master flow switch will be provided at the fire service main in the Bryant building and in the McIntire building. A new underground fire service main will be brought up into the sprinkler room within the each building. Additional backflow preventers in the Alexander building and the Carriage building will not be required due to the central backflow preventer being located in the central fire service room of the McIntire Building. However, each sprinkler entrance into each building will be provided with a wet system alarm check valve and trim and a water flow switch dedicated for each building. The new fire service main in each building will be provided with a separate isolation valve. This single wet system alarm check valve and riser will be used to supply the wet pipe sprinkler systems of each building and will also be used to supply the standpipe systems of the Bryant building where standpipe systems are required. A fire department connection will be located on the outside of each building and at a point of vehicle access. The fire department connection piping will be provided with a check valve in accordance with NFPA-13. The fire department connection will have the ability to charge all of the fire sprinkler and standpipe systems in each building. An electric alarm bell will be provided on the outside of each building adjacent to the fire department connection. A master water flow switch will be provided on the wet system riser in the sprinkler room of each building. The new site underground fire service main system will be installed, tested and flushed in accordance with NFPA- 24. The sprinkler contractor shall be responsible for the supervision of the installation, testing and flushing of all of the underground fire service mains on the site up to each building and up to and including the final connection to the existing city water main. The sprinkler and standpipe systems in each building will be supplied via a combination standpipe and sprinkler riser that will be located in a main egress stairway of each building. Each floor will be on a separate sprinkler zone and an isolation zone valve, check valve, flow switch and pressure gauge will be provided on the sprinkler main serving the sprinkler systems of each floor of each building. A fire department hose valve will be provided on the combination standpipe and sprinkler riser and will be located for each floor of each building, however, the exact location as to whether the hose valves are at the intermediate floor landings or at the main floor landings will be determined by the local fire department authority. The fire department hose valve will be a 2 1/2 inch threaded hose end valve with a 1 1/2 inch threaded hose end reducing fitting, cap & chain. An inspectors test and drain valve will be provided at each floor zone station. A drain riser will be provided and will collect the test and drain valves on each floor and will discharge to outside each building. In addition to the combination standpipe & sprinkler riser, additional standpipe risers will be located in each egress stairway of each building and on each side of fire rated doors in horizontal egress corridors as required by code and as required by each buildings construction conditions. A fire department hose Page 5 of 9 FIRE PROTECTION NARRATIVE Salem Historic Jail And Apartment Buildings Salem, Massachusetts valve will be provided on each of the standpipe risers and will be located for each floor of the building and on each side of fire rated doors in horizontal egress corridors as directed by the local fire department authority. The fire department hose valve will be a 2 1/2 inch threaded hose end valve with a 1 1/2 inch threaded hose end reducing fitting, cap & chain. All standpipes and combination standpipe risers will be provided with isolation valves at the base of each standpipe and standpipe / riser so that each standpipe may be isolated independently of the fire sprinkler systems. The sprinkler systems in each building will be hydraulically calculated in accordance with NFPA-13 or NFPA-13R as applicable to each building. Standpipe systems will be hydraulically calculated in accordance with NFPA-14. All control valves will be electrically supervised. All sprinkler systems shall be UL listed and / or FM approved for fire service use. All sprinkler systems and equipment shall be rated at 175 psi working pressure. A hydrant flow test will be conducted in order to obtain current flow and pressure data. This flow data will be used to hydraulically calculate the new sprinkler systems. Should this hydrant flow test data become more than nine months old at the time of the sprinkler contractors sprinkler systems design, then the sprinkler contractor shall conduct a new hydrant flow test to obtain current flow and pressure data and shall use this newly obtained data for his hydraulic calculations. At this time it is being assumed that the flow and pressure in the existing city water supply is adequate to supply the new fire sprinkler and standpipe systems of each building without the need for a fire pump. Should it be determined that a fire pump will be required for the project then a single site fire pump will be provided to charge a dedicated fire service loop around the project site. The fire pump will be located within a dedicated fire pump house on the site. All sprinkler and standpipe systems will be designed, tested and installed in accordance with the applicable sections of the Massachusetts State Building Code 61h edition and NFPA-13, NFPA-13R, NFPA-14 and NFPA-24 latest accepted editions as well as the regulations and guidelines of the local authority. All sprinkler systems will be seismically braced in accordance with the Massachusetts State Building Code 6"' edition and NFPA- 13. All sprinkler systems will be designed, tested and installed by a sprinkler contractor licensed and experienced in Massachusetts for fire sprinkler systems. SECTION 5—FEATURES USED IN THE DESIGN METHODOLOGY FIRE ALARM SYSTEM Page 6 of 9 FIRE PROTECTION NARRATIVE Salem Historic Jail And Apartment Buildings Salem, Massachusetts 1. The proposed Bryant and McIntire Buildings shall each be provided with an independent addressable fire alarm system that meets UL, the requirements for NFPA and the Salem Fire Department Bylaws. The devices shall be installed in accordance with the floor plan layouts. Each main fire alarm control panel shall be located in the building's main electrical room and each annunciator shall be located in that building's main lobby. The remainder of the building will be provided with required pull stations, speaker strobes and strobe only units as required by NFPA, ADA and Massachusetts State Building Code. 2. New Audio/visual alarms shall be utilized throughout the facility and the coverage shall meet the requirements of NFPA and ADA. Visual alarms shall be utilized in small areas such as bathrooms and corridors were ample audio alarm is present. Mini horn devices shall be provided in all residential units. Additional units shall be provided in all bedrooms in Type 2 residences. Carbon Monoxide detectors shall be provided in each unit's mechanical room where the HVAC air handler is located. Non-system smoke detectors shall be provided outside each bedroom in all the residences. Heat detectors shall be provided in the attics to all the buildings. 3. A MasterBox shall be provided at each building. A red rotating beacon shall be installed at each building to indicate the location of the building's Masterbox and annunciator. 4. Batteries shall provide for 24 hours of operation followed by a 10-minute ring down. Battery calculations shall be submitted by the EC with the cut sheets and drawings to the fire department for review and approved. 5. Emergency lighting shall be provided throughout the facility and consists of LED exit signs and egress lighting consisting of wall sconces or downlights with integral emergency ballasts. Lighting levels shall be provided to meet the Mass.State Building Code 780 CMR Articles 1023 and 1024. 6. Duct mounted smokes shall be provided on all air handling equipment over 2000CFM and they shall be provided with remote test and LED stations. 7. Knox Box keyboxes shall be provided at each building. 8. New tamper, flow and pressure switches are being provided to accommodate the new sprinkler systems being added. The tamper and flow switches shall be connected to the Fire Alarm Control Panel via addressable modules. SECTION 6—TESTING CRITERIA 1. All sprinkler systems testing shall be performed in strict accordance with NFPA- 13, NFPA-13R, NFPA-24 and NFPA-25, latest accepted editions. 2. The sprinkler contractor shall provide all equipment, water, pumps, labor, etc., necessary to conduct all testing required by NFPA 13, 13R, 24 and 25, and shall obtain all required approvals from the fire department, building code official, Page 7 of 9 FIRE PROTECTION NARRATIVE Salem Historic Jail And Apartment Buildings Salem, Massachusetts owner's insurance authority, and all other authorities upon completion of the sprinkler systems testing. All dates and times of the sprinkler systems testing shall be coordinated by the sprinkler contractor with the fire department, owner's representative, and the owner's insurance authority. 3. The new hydrant flow test shall be conducted by the sprinkler contractor in accordance with NFPA-13. SECTION 7—EQUIPMENT AND TOOLS 1. The sprinkler contractor shall have at the site, at the time of sprinkler installation and testing, and readily available for use and inspections, all tools, equipment, permits, hoists, scaffolding, piping, fittings, valves and all required tools and equipment necessary for the complete installation of all fire protection systems. 2. The sprinkler contractor shall provide all gauges, valves, hoses, smoke, etc., required for an operational test of the installed fire sprinkler system. Remote test and drain stations shall be provided for system performance testing. 3. The sprinkler contractor shall have, at the site, the manufacturer's instructions and nameplate data for all fire sprinkler equipment, and devices being used in the sprinkler systems installation. SECTION 8—APPROVAL REOUIREMENTS 1. Upon successful inspection and testing of all fire sprinkler systems, the sprinkler contractor shall obtain written approval of the completed fire sprinkler system from the fire department, owner's insurance authority, and all other code officials. Copies of all written approvals shall be turned over to the owner representative. 2. If a code official should find cause to reject any portion of the fire sprinkler system installation or testing, the sprinkler contractor shall be responsible for correcting the problem in a timely manner. Upon completion of all corrective measures undertaken by the sprinkler contractor, a new test and inspection shall be again coordinated by the sprinkler contractor, and witnessed by the fire department and all other authorities as previously stated. 3. The sprinkler contractor shall submit stamped and signed sprinkler design drawings and hydraulic calculations and obtain all required permits prior to the installation of any fire sprinkler systems. The sprinkler plans shall be in accordance with the Massachusetts State Building Code, 71h edition, chapter 9, as well as the requirements in NFPA-13 latest accepted edition. The sprinkler contractor shall obtain all document of acceptance as required by the Massachusetts State Building Code, 71h edition, chapter 9, and shall submit all such documents as required, to the owners' representative and building code officials.
