Dear Mr. O'Brien:
Under our contract to provide professional services to the Salem Redevelopment Authority and
it's Design Review Board, the site plan and exterior elevations for the restoration and recon-
struction of the Pickman House (so-called) have been referred to us for our comment and recom-
mendations.
As you know, the matter of exterior appearance is the primary concern of the Design Review
Board. Consequently, in our recommendations to the Design Review Board, we would want to be
able to demonstrate to the Board that the proposal is in conformance with other city codes and
ordinances, particularly in terms of the zoning and building codes and fire district regulations.
To this end, may we inquire of your office as to whether the owner of the property has secured
the proper permits from your office, approving the work in question. If this is not the case, we
would report this fact to the Board and recommend that they reserve comment until such time as
the owner had complied with all applicable city codes and ordinances.

Dear Mr. Budrose;
The drawings submitted by you for design review of the reconstruc-
tion proposals for the Pickman House have received preliminary review
by the Design Review Board. Their comments and questions have been
received by the Authority for transmission to you. The Authority has
separated the Board's comments into two categories; first, those
matters of exterior appearance which are the responsibility of the
Design Review Board and secondly; those matters of structural design
and layout which are more properly the responsibility of other City
agencies. It should be noted, however, that the Authority cannot
give its approval to redevelopers proposals if the proposals fail
to meet the requirements of all pertinent municipal codes and
ordinances, such as the building, electrical, and plumbing codes and
the zoning code.
Comments and questions on the design proposals for the exterior
appearance of the structure are as follows:
1. Is the chimney to be completely changed or restored as is?
2. `that type of material is to be used for exterior flashing?
3. What is the detail for the eaves and cornice? (Profiles)
4. What is the detail of the windows, including type and sizes?

5. Please show detail of fence, including material, height and
size.
6. Please show detail (profile) of the molding of the pediment
over the front door; a-iso show detail of the front door and
door frame.
7. Please indicate plans regarding the oval window on the east
side (Liberty St. ) of the entry way.
8. Please note that utility service from Liberty. Street will
be discontinued since the street will be closed; all service
to the Pickman House should be taken from Charter Street.
Comments and questions regarding other municipal codes and ordinances
are as follows:
1. Is the building to have gutters connected to a drainage system
(dryweil. or connection to storm drain) carrying away the water
from the structure and preventing dripping upon the public way?
If so, please indicate design detail.
2. Will the first floor windows on Charter Street be fixed or
will windows be allowed to open outward, thereby placing a safety
hazard in the public way?
3. Have provisions for proper treatment for fire retardance for
exterior wood siding, roofing, and trim been made? This is of
particular concern to the Building Inspector and Fire Department
since the structure is located in a Fire District.
4. Has the use of plywood sheathing for roof and walls been
approved by the Building Inspector? Once again, the structure is
located in a Fire District.
is All. of the above comments and questions can be answered or amplified
by notation on the drawings. In order to expedite the reconstruction of
this important historic structure and to assure that the work is com-
pleted with the regard to the architectural integrity of the period and
style to which the reconstruction program is directed, the Design Review
Board and the Authority request that you re-submit newly annotated plans
at your earliest convenience.

Dear Mr. O'Brien:
At a recent meeting of the Design Review Board the plans of
the Pickman House as presented to you were referred to the Board
for review. The Design Review Board, at its meeting held March 9,
1970, voted not to accept the plans as preliminary plans for the
rehabilitation of the Pickman House because of inadequate descrip-
tion of the materials to be used on the exterior of the building.
Action by the Design Review Board was supplied to the Board
of the Salem Redevelopment Authority at its meeting held Wednesday,
April 1, 1970 which has the Authority's concurrence and it was
requested at this meeting that I notify you that the plans for the
Pickman House are not acceptable as preliminary plans because of
inadequate description of materials to be used on the exterior of
the building.
When such plans, specifying materials, are submitted to you,
then they may be referred back to the Design Review Board for study.
In light of the. fact that this approval has not been granted,
it is assumed that no permit will be granted for exterior work by
your office until such time that complete review of exterior plans
has been completed by the Design Review Board.
