The City of Salem Ordinance 38-286 requires a drainage alteration permit to be secured before altering the elevation of your property by more than 2 feet. Additionally, a land survey of the abutting property, 465 Loring Avenue shows that most of the filling you did occurred on your neighbors' property. You are ordered to remove the patio and fill within 30 days upon receipt of this notice. Additionally, you are required to hire a Licensed Civil Engineer to oversee the removal of the materials and to certify that the original condition has been restored.
