Dear Sir:
1 October 18, 1977, an inspection was made of tine Mormino
3% property on Cedar Crest Avenue, Salem, Mass.
One building, obviously a dwelling unit, has been subject to
considerable vandalism i.e. broken windows, doors ajar, steps
missing to both entrances, and a deteriorating foundation in
the rear. In general the building was open to the weather and
an invitation to further vandalism and possible injury to the
public.
There are other structures on the property that are in various
advance stages of collapse and must be considered to be both
dangerous and a fire and health hazard as they presently exist.
Herewith in accordance with Section 124.1 of the Massachusetts
Building Code, it is herewith ordered that the dwelling be closed
up and secured, and the collapsing structures be made safe, pref-
erably by completing the demolition and removing the debris from
the area. This work must be started immediately.

I live at 40 Cedar Crest Ave. across the
street from the Mormino propLerty, In 1967 when I purchased my
property it consisted of a 2 acre of land and a small summer
cottagenof which in the last ten yrs. I have improved on my proper
ty and now have a well landscaped parcel with a modern Home, now
the problem at hand is as follows; 8 yrs. ago I approached my
Neighbor and requested that they do something about the garage
that had collapsen there property and ah agreement was reached
where I would supty a truck and two men , we worked a day and a
half hauling rubbish out from the garage, leaving only lumber
Mormino at this point told me he would finish the job and was
going to use the lumber for fire wood, It sounded logical and I
agreed now its 8 yrs. later and the mess is still there,several
months ago I called Mrs. Peter Mormino in Marblehead and asked if
she would do something about this condition, Mrs. Mormino Son
Pater contacted me a couple days later assuring .me that he had
a General Contracted giving him an estimate for removing the re-
mains of this garage and it would be cleaned up by Labor day 77,
well the mess andrhazared still exsist and no explanation from
the mormino's
There has been no permanent occupancy of the house
and property for the past 10 yrs. ,the condition of the property
has gone from poor to dilapetated and hazardous, and a hang out
for kids to drink,practice break & entering, smashing windows,
and recently the front and rear steps have been torn from the
house, Doors and window frames have been kicked in, There are
no toilet facilities in the structure, there are 3 other build-
ings and a deep well flush with the ground with rotten boards
covering it these buildings are all in the same deplorable con-
dition as the -house and all beyond repair.
I have watched over
this property in the past years by request of the Mormino's
and have called them several times in marblehead and have infor-
med them of the break in°s, and at least fifty other occastions
I have caught kids in and on the property doing malicious damage.

and thus removing the temptation so good kids won°t develope
bad habits and ruining there lives and reputations, also this
existing condition is depreciating the value of the neighborhood
and causing a tremendous fire hazard and jepordizing the lives
and well being of my family.

you for your kind attention in this matter and I trust a quick
remedy will rectify this excisting situation.
