Dear Mr. Strout :
I have received notification of your recent complaint
relative to dumping of debris on your property, a copy of
which I enclose herewith.
First of all, I find it quite disturbing that as a new
neighbor you felt it necessary to take this step instead of
approaching me personally with your problem. As you probably
know, we live in a small neighborhood and everyone has always
been open with each other when they wish to discuss
something. We have lived in this neighborhood for 19 years
and have never had a problem with any of the neighbors .
I would like to give you a brief history of the property you
own and what it was like before you purchased it approxi-
mately two years ago .
Approximately 20 years ago , before I even owned my property,
there was a small house on the property that I now own. When
the developer of my land, before I even had purchased it ,
wanted to build the house I now live in he had a bulldozer
push the small house completely over the hill into what is
now your back yard since at the time it was Just a wooded
area. Many of the items that are bothering you, including
the couch, sink, wheelbarrel, and the three-tier metal table
are from the house that use to be there. I know this for a
fact since the neighborhood children use to always play in
the woods and I know such items were there at the time .
After we purchased the house and for many years before you
purchased your land , the area use to be used by adults and
teenagers for parties . They also use to leave trash on what
Is now your property. Many times we had to call the police
to have parties broken up and the next morning the area would
be a mess with beer cans , glass , tires and car parts , which
are items mentioned in your complaint .
In fact , we also complained to the Conservation Commission a
few years ago and one neighbor even wrote letters to the
Salem News about the problem and they published an article,
including a photograph of the trash area which accompanied
the story. The Conservation Commission then took the steps
to put up barriers so that this would no longer happen, but
they did not really clear away the area. I 'm sure there
must be some documentation of complaints relative to this
problem about six years ago. So as you can see we were not
Just uncaring abuttors to the wooded area, we did not like
what was being left there as much as you do not like it being
there now. That is one reason I planted the bushes along the
back of my property.
As you probably remember when you first started to build your
house, my wife approached you about the trees being cut down.
She was quite upset as the woods behind our house were always
an area of beauty and seclusion from the veiwpoint of our
back yard . Also, at that time you told her that when you had
the survey done you would tell her where the property lines
were . My wife has never even had the opportunity to speak
with you since that day. You can be sure that we never cut
any trees down as she was desirous that the woods stay as
they were naturally and as I mentioned was quite upset when
you cut down the trees as we had always been told no one
would ever build there . Since the area was always left alone
there is a natural accumulation of broken limbs and leaves ,
,just from the fact that nature makes the leaves fall on the
ground every season and limbs do break off .
I am sure that you are probably interested in now finising
the landscaping of your property but I do not feel that any
of the clean-up of your backyard is my responsibility.

Complaints have been received relative to your illegal dumping of debris on your
abuttor's land at 29 Riverview Street.
Survey marker stakes belonging to the Strout property were noted at time of on
site inspection. f
Also noted was miscellaneous debris .consisting of tires sink, couches, autom— ob
parts, battery, wheelbarr� fallen cut trees and i s, glass, met 1 and accumula-

According to the complaint, you have been observed dumping this debris on Strout
property.
You are hereby ordered to take immediate corrective action to cease and desist from
this illegal practice in violation of MGL Chapter III Section 150A and remove said
debris from the Strout property within 3 weeks of receipt of this order:
Failure on your part to comply within the specified time can result in a complaint
being sought against you in Salem District Court.
Should you be aggrieved by this Order, .you have a right to request a hearing before
the Board of Health. A request for a Hearing must be received in writing in the
office of the Board of Health within seven (7) days of receipt of this Order. At
this Hearing, you will be given an opportunity to be heard and to present witness
